In other civ games, diplomatic victory (e.g., /endgame <player>) is 
possible via a planet-wide vote.  If it works for /endgame, it might as 
well work for other commands as well...

Another way to do it would be to have a reputation/karma system for 
*users*, and give the highest-reputation users the most weight in votes.
