Yes. See data/default/units.ruleset.

Yes it is currently unimplemented. Shouldn't be too hard to implement however.

If it does more damage why should I build big cities?

s/applied/implemented/?
Nevertheless gold and happy are quite similar. Both will decrease your
science output. For both you can build wonders and improvements. So I
want to say that you can in the mean time expierment with uk_happy
till uk_gold is implemented.
