That's an easy to understand rule. Easy to understand rules are easy
to code.

Once the game now how to handle friendly/neutral/peacefull units, we
can add whatever we want.

I want to implement things in a way that player have in common their
units, wonders effects map ...
So I they declare war that may be the begin of a nighmare.

I like also to ally with a player and keep this alliance till the end of
the game.
