The interactions with other players is quite limited yet, 
could someone make peace alliance sealed by contracts ?
if one of the part of the contract break it, a war state should be declared
and for example
all of the embassies established with his former friends should be closed.
Then, the aggressive player should not be able to build new ones in those
areas unless another treaty is signed.

One other missing feature is the congress power under a Democracy, a
democratic nation should not 
be able to attack _neutrals_ or _friends_ nations without the congress
approval. Unlike Civ 1,
the approval might be decided even if the foe is'nt aggressive, this must
be decided according things like zone of powers, military growing,
technology advance, general strength/weakness ... and of course
Hapiness.

An important thing is the possibility to make strong alliances that are
hard to break, 
without generating Unhapiness, loss of embassies, wars and technology gain
for the nation(s) who has been dropped.

All of above explains my view of Civ: the aim is not really to become the
Ruler of the world,
but the wealthiest (happiest, largest, richest, and strength to keep it at
the top). that's why i truly want to thank you for the Space Race !
