In PayCiv, Embassies told you many things.
One of them was what techologies the civilization had acquired, and
how. A dialog box would pop up at the begging of a turn saying "Indians
researched Railroads!" or "Romans acquire Mathematics from Germans!"
It's entirely up to the player to realize whether any of the
civilizations involved are enemies or friends.

While it's sometimes done in the real world, it doesn't make any
game sense. The intelligence gained matters more.
