If you have a CVS checkout ot the main (HEAD) repository, you can set the
S1_14 tag on the po/freeciv.pot file.

If you don't, you can still checkout the module freeciv_po, which has only
the po directory, but still consists of 19 MB.

Another way can be, that the webmasters define a module just containing that
file, in CVSROOT/modules, by appending a line

freeciv_pot freeciv/po/freeciv.pot

(untested).

Then you can checkout that module and set the S1_14 tag.
