The eternal question of game design, huh? Extensive play test I suppose. ;-)

Eh, how would it get to size 1? Sounds to me tyou could only do it in
the beginning, and then it would not add something that could not be
done just as well by scouting a few turns and choosing the right spot.


Well, you'd have the power to instantly reduce unprotected and threatened cities to settlers and evacuate them to safe terrain. Especially useful since nomadic settlers are twice as fast as agricultural ones!
