Chieftain is perhaps too specificly old Germanic/Celtic. Captain is 
however too 'modern' so to speak. "Chief" is a more neutral and 
universal term that doesn't look too out of place in any era, right? 
It's shorter too.

Perhaps introduce a server command like "/title <title>" to pick your 
own title. This would of course be reverted every time you change 
government...

Take a look at this patch, that change Despotism title to Chief and 
Anarchy title to "Leader" (another neutral term.) The patch affects 
Civ1&Civ2&history rulesets too.
