That would work.  Also, something in the messages that outputs a message
for every infringing unit.

I was thinking a "clause" that says you promise to move the A unit based in
city B that's at map position (x,y) but that may be more than is necessary
(except that, at least for novices, there should be a last chance to move /
disband units).
