The effects of rapture other than growth have no more size requirement, 
e.g. under despotism a size 1 city can rapture rather easily an ignore 
the -1 penalty for F/P/T income.
I think that rapture_size would be better named rapture_growth with  
value the number of citizen more when growing and min city size as a 
requirement.

In default ruleset, Republic shouldn't suffer a Revolution_When_Unhappy effect.
