Yes, this is in fact the only change to pre-existing rules made by this
patch.

I do not consider this to have a significant game impact, because Palace was
already cheap enough that it was given to you for free, on your first
city for all rulesets, It was even given for free if you lost it from
city destruction or transfer by default.
