Here's the latest iteration of this patch.

After discussion with Per, it was decided that Small Wonders should be
rebuildable on loss but not sellable. IMO it was not very interesting to
make the behaviour for the other Small Wonders different from Palace. In
the end you could always move a Small Wonder by transfering the city to
another player or disbanding it, then rebuilding. It would only add to
the number of rules players need to remember and it would make the code
more complex. So, you can relocate Small Wonders or rebuild lost Small
Wonders. The fact that Palace is now a Small Wonder, with mostly
equivalent rules, removes most of the special-casing around Palace.

Small Wonders are Player unique Buildings, moveable between cities,
always destroyed on transfer or conquer by another player. They share
with Great Wonders the traits of zero upkeep and that Caravans can rush
their construction.

Great Wonders (formerly known as Wonders of the World) retain all their
previous traits. As do the other improvements.

This patch also cleanups some leftovers from the old effects code.

Regarding the civ1, civ2, historic rulesets and the other clients, I
will make those as a separate patch, to add less clutter to this one.
