For me, the current behavior is ok: no remote change, no payment for
changing, no special case for caravans.

Remote change sounds like a too easy way for transferring prod between
cities and i think that moves/time are the best cost for transferring
this prod. 

Also i don't like the possibility of changing the homecity of deployed
units when their homecity has good chances to fall the next turn.
