As a general rule, I would suggest keeping savegame compatibility over just one release, maybe two. This way users can upgrade freeciv midgame when new release comes out. I don't think there is any real use for savegame compatibility further back. After each release we can just remove oldest backward compatibility hacks from savegame.c. So, IMHO, we should now remove compatibility code for savegames older than 1.14.0. I'd like to see 1.15.0 compatible with savegames from 1.14.0 and 1.14.1, but if one time total break really is necessary, so be it. (remembering that things have tendency to become routine after initial, 'one time', acceptance)
