Currently the random state seems to be properly restored on game load. 
This is a big step forward since it means if you /set saveturns 1 and
find a bug, it will probably be reproducable from the savegame.

However the city ID's seem to be reordered when the game is loaded.  I
guess either they need to be saved (rather than re-created on load).  I
don't know if this is harmless or not.

Aside from that savegames do diverge slowly over time.  Probably this is
because the city ordering is different.  Possibly some other state is
not being saved.
