But it has bugs.  Surely nobody has ever created a ruleset that uses 
ocean cities or these bugs would be fixed by now.

Special density should be given in the ruleset, per-special:

[terrain_plains]
special_1_name       = _("Buffalo")
special_1_prob       = 25
special_2_name       = _("Wheat")
special_2_prob       = 25
