How about inceasing the year/turn ratio.  This way the default rules 
will continue to work but people looking at the year won't think it's 
rediculous.

I'm not sure how ruleset-based this is, though.  There was a 
gen-calendar patch but I don't know if it was completed.

Also advanced buildings should require other buildings.

Remember that you're plan was to decrease the cost for these other 
buildings.
