Based on some feedback, I made the following changes:
 - More than 50% 'yes' votes immediately concludes a vote in favour
 - 50% or more 'no' votes immediately concludes a vote in disfavour
 - Otherwise, a vote passes if a full turn passes and there no 'no' votes
 - There is no longer an 'abstain' vote (makes no sense any longer)
 - The '/vote new' mechanism is retired in favour of automatic
   votes when a cmdlevel INFO player tries to execute a cmdlevel CTRL
   command.

Unless there are objections or further change requests, I will commit this
shortly.
