A beginner tutorial should be different to a tutorial for an experienced
player.

Beginner tutorial:
Goals of the game
How to do things (City building, tech tree, military units)
Simple strategies


Experienced player:
ICS
ICS
ICS
Which techs to research in what situation 
end of turn moves
fast dipls

There are some good tutorials on the webpage www.freeciv.org.
