I think I have a better suggestion:
- A settler can never disband a city. We remove this city option
(yeaaah!).
- We add a new build item when the city is size 1: Disband City. It costs
zero and can be built at any time. It removes the city. It cannot be built
in your capital.
Allowing you to wipe away bothersome, annoying cities makes for smoother
game play. It also adds the 'realistic' option of putting cities you
conquer to the torch, which was a common occurrance in not-so-enlightened
times.
