Sounds good to me.

The history is that a long time ago (around or during the original 
PR#1185 discussion), Raimar decided that the extra bit sent was more 
trouble than it was worth.  Since then Ross and I have been haggling 
over how to implement the special-case method, with nary a thought of 
reverting to the extra-bit method.
