Yes, but...

The but varies. Could be "but tough".

On the other hand if all the planets/stars are part of some larger game,
the player who took longest to leave the homeworld might gain some new
tech from visiting aliens before leaving the homeworld.

Or the destination planet might already be inhabited by people from yet 
another world, or indigenes. It would all tend to vary more and more 
depending on which planet you "started" from and what planets are near 
enough to it for the "spacerace" level of tech to reach.

Eventually the whole spacerace thing would need to be revamped of course. 
Maybe be able to build space-station colonies out of more and more and 
more colony modules. Whatever. Its just a start, it opens up a whole lot 
more stuff than it solves. I like open-ended games. It seems a waste to 
throw away games that have been played, they should be archived somewhere 
as yet another planet or even yet another timeline. Hmm, timelines, now 
that could make for some tricky possiblities. Timetravel games have always 
been kind of awkward to do. But just lots and lots and lots of worlds with 
complete histories could be useful backdrop for something...
