I'm little missunderstand you... what do you want buy cheaper.
When you buy something you can't change productions.
This options should give you chance buy only so much shields that you 
need to finish unit/building in next turn.

That all depend what do you want. If it is useless for you then don't 
use it :)

This is implemented in AC and I use it often but I like that somethings 
will be made automaticaly (  2)  ) I don't like calc it manualy all the 
time.

Exp.
Curent 1 shield cost 3 gold
You build Carravan Cost (cost 50 Shields) , till now you build 50% == 
25 shields
City Product 10 shield per turn (netto)

Normaly If you buy production you pay 75 gold and this carravan will be 
finished in next turn.

But the same effect you get if you buy only 15 shields for 45 golds and 
rest shields (10) city will normaly produce.
