In the original Civ1 you could in effect get partial production by buying
cheaper units that you could actually afford and then switching production
back to what you actually want.
If you were not in any hurry you could start by buying the cheapest unit
and gradually buy increasingly more expensive units and it works out
cheaper than just buying the unit in one go.

Even if this worked in freeciv (i am not sure it does) the penalty for
switching production prevents this trickery from being worthwhile.  I
would suspect the penalty for switching production was designed to
prevent this kind of behaviour and keep things that bit more
difficult for everyone.
