Insufficient rationale.

The sets of actions one can take diplomatically
should be divvied up into those that require contact,
embassy, (peace) treaty, etc. Certainly things like
alliance should require both an embassy and peace treaty.

One can argue one should not be able to carry out trade
without a peace treaty and/or embassy. If one needs an
embassy to establish a peace treaty, then the only real
options are war, cease fire or no contact and a "meeting"
can only result in movement between them. Adding an
embassy should allow you a much more varied set of
diplomatic options.

But make it a switchable function so the Empire-types
can play in a simplified version and the Civilization
types can play the game as it should be played.
