Or we can (finally) dispense with T_RIVER, which is nothing but grassland
with an S_RIVER with the added complication that you cannot transform it
in civ1, IIRC.

I have a patch that removes T_RIVER, but it lacks a fix for the latter
problem, which would require some kind of transformation options in the
terrain ruleset for specials, I guess. Let me know if interested in this.
