This would really increase the power of a Diplomat. Think without
adjusting the incitecost it would unbalance the game.

I don't like that, giving away cities is scriptable to. And it doesn't
cost anything.

Nur weil das Aufzeichnen, Kopieren und Schnüffeln bei elektronischem 
Datenverkehr leichter als bei der klassischen Post ist, darf man es nicht
einfach tun.
