I can't use a timer because sometimes no action is sent back to the
server. So its better to save the begintime of the action to the unit
and measure when the time is over.

locally:
Establish embassy ~400 ms
Incite revold a) ~1 sec - 1.5 sec
Incite revolt b) ~20 ms

Nur weil das Aufzeichnen, Kopieren und Schnüffeln bei elektronischem 
Datenverkehr leichter als bei der klassischen Post ist, darf man es nicht
einfach tun.
