True, but using a system without rulesets would be a nightmare, too. Most 
important, it isn't userfriendly for users who just downloaded a scenario 
using one of those changes. They'd have to download the sourcecode, patch it 
and compile it, or they would have to download another precompiled binary.
This isn't a problem for people who are skilled in the art of compiling 
(Linux), but you wouldn't even have to try to explain all this to the avarage 
windowsuser who just wants to play a scenario.
Also, it probably will hold back future scenariowriters who can't write C.
