We could also autodisable eXplore mode the moment a unit occupies a city
which isn't destroyed, leaving it up to the user to re-enable it.

(Or maybe not - imagine the havoc caused by an auto-eXploring military
unit when landed on a continent covered with railroad where, in typical
AI/human stupidity, not one city has a defender.)
