It would be nice to tie in the IGWALL capability with F_ARTILLERY. 

I have a feeling that there should probably be a defender bonus or
attack/hit penalty for this type of attack. This would start to look
more like "bombard" effects. Bombarding units are not destroyed when
they lose, but neither are they all that effective against mobile
targets.
