Civ2 can cover it by making Horsemen automatically veteran for that
nation.

SMAC rules can cope a little better, because they have a more fine-grained
morale system (very green, green, disciplined, hardened, veteran,
commando, elite).  You can give Horsemen a +1 or +2 morale boost
(which correlates to +12.5% or +25% respectively) rather than a +50%
boost as in Civ2.  (It's also worth pointing out that elite units get
a +1 movement rate bonus in addition to their +50% combat ratings.)

I haven't played Civ3 yet, but from what I understand each nation has a
unique unit type that only that nation can build.  It's usually got
a higher attack, or higher defense, or higher movement, or cheaper
cost, than some otherwise similar standard unit.
