Actually, who the heck else is imagined to have built that Wonder? It
covers the correct period apparently, Feudal until Gunpowder; it comes
from the correct direction, the east; and its already been commented that
for some reason the Chinese never set out to dominate the world. So it
seems likely the Mongols are precisely why this Wonder is included in the
game in the first place.
