Jason Short from 7 2001:

... have a short list of nations sent server->client, with a button
labelled "full list" that brings up the full encyclopedic list
  (preferably sorted into categories) ...

Miguel Farah F. from 7 Nov 2001:

There's another option: a dialog containing several GROUPS of
nations (for example: modern european, modern american, modern
asian, classical, fantasy, miscellanaeous), from which either one
  nation can be selected.

I'm also for groups.
