In Civ1, the Wall acted sort of like a United Nations: "When you
possess the Great Wall, other civilizations always offer peace during
negotiations." (Civ1 manual, p. 83)

In Civ2, "The Great Wall doubles your units' combat strength against
barbarians in addition to forcing your opponents to offer peace and
acting as a City Wall in every one of your cities." (Civ2 manual, p. 41)

(I didn't realize that the "peace" effect had been carried over until
you mentioned it....)
