[Freeciv-Dev] Sun Tzu and barracks (PR#911)

1. After Sun Tzu is obsolete, it is not possible to build
   barracks.

2. After conquering obsolete Sun Tzu, having mobile warfare,
   it is not possible, to build barracks III !

3. In cities where barracks III are in progress then, it complains,
   that they aren't availlable any more.

These bugs are new.
