It used to work like that (with bugs); I don't recall a note
announcing that tiles would only be drawn once from now on
it just happened as far as I know.

It will be more urgent to have multiply drawn tiles if very small
maps or strange topologies are introduced (holes, weird wrapping rules).

I have used wrapping views in Freeciv, and I can't see how
they could possibly be confusing.
