Yes, you could manually specify your language to be the same as that of
the nation you're playing.  I doubt many people would think to do this. 
(Of course, I doubt anyone would use it anyway; it's a novelty.)

Well, of course it has no _use_.  The point is to add to the atmosphere
of the game with _very_ little added code complexity.  And anyone
playing the game for the first time who saw the feature would be very
impressed.

You're right, players should be asked...
