I'd actually prefer for Leonardo to *explicitly* do the most useful
upgrades first.  As weak as it is, this would be an improvement.

Then the question becomes: which upgrades are the most useful?  My first
thought would be to go through the unit list, find all the units which
are eligible for an upgrade, and calculate how much gold the player
would be required to pay for that upgrade.  Sort by descending cost,
and resolve ties in whatever manner feels appropriate.  (I don't recall
whether upgrading a unit keeps its veteran flag intact...  veterans should
have priority over non-veterans if they retain their veteran status,
but non-veterans should have priority if veteran status is destroyed;
apart from that, probably just do oldest first as it does now).
