 I think that this change would make Leonardo somewhat stronger.

 It upgrades again your oldest units; the very same musketeers it just
yupgraded from warriors. So, currently you can be sure that your warriors
are not going to be upgraded. Random Leonardo would at least have chance
of doing most usefull thing (Phalanx->Riflemen) instead of upgrading same
units over and over again (Phalanx->Pikemen->Musketeer->Riflemen).
