Actually, I think it's not just roads and railroads, but other kinds
of activities as well.  It's just not that noticeable.

I'll get to it, then.  8-)

In any case, I've come up with the following patch.  It doesn't do the
above yet, but it rearranges and generalises a few things to make this
(and, incidentally, terrain.ruleset) easier.
