Yes, nice feature, but Republic/Democracy are *over*-featured.
Have anyone tried to allow it for all governments ?

It will be still possible, only a bit more difficult.
60%/70% is still a lot, some more Elvi will be needed ?
And it is not *lots* of research. x-turns boom's research loss
should be regained by new population in ~12*x turns, and
if we count production surplus, it is simply too much good.

It will be still part of the game, only less important to
make better balance.
