Opposite rates settings help finishing situation that
first government switcher wins the game, which was an
issue very often in all civs. Now, people will think
before they switch. Later, they will probably
switch to some more advanced government, but good is
already done.
And one point more : with 60%/70% max_rates for Democracy/Republic,
strategy : `100% for luxury, everyone celebrates, we have
more people than People's Republic of China', won't
work, so this balance game even more.
