Replace 90% with a ruleset or server option.

Hmm.. given a world with a lot of nukes, Global Peace cannot happen,
since the game goes Orwellian first...

I'm guessing that "25% of the _inhapitable_ world is uninhapbited" would be
a better rule here, since some 79% (IIRC) of Earths surface is sea (just
picking an easy target here, you may replace Earth with something closer
to you ;-), which leaves some 21% habitable with present day tech.
