I also think it's a good idea: a ruleset file would have a 
[default] section with entries default values. If default is not
allowed one can specify "*". For example, for buildings.ruleset
it might look: 

[default]
name = "*"
tech_req    = "*"
obsolete_by = "None"
is_wonder   = 0
build_cost  = 80
upkeep      = 1
variant     = 0
