Yes, that would be nice, though even then I would still
like the weighting feature.

Ugh.  This would add an extra requirement for users (eg, users
of binary distribs), seems excessive and at the same time rather
limited, and seems to me not a good match to the current ruleset 
format and what we would require for include capability.

Um, spec files != rulesets.  You can already list as many graphics
files in the toplevel tilespec file as you like, if you want to split
the flag images into different files (though I don't see much advantage
to doing so).
