Would it be good to have a ruleset field to weight how 
often each nation is selected when chosen randomly for 
AI players? 

Then you could have the normal/civ2 races with a high 
chance of occuring, and others available but less likely 
to appear unless chosen by a human.  So you could add 
lots of "minor" races, without making the "classic" 
races almost disappear.
