Well, I have been thinking about it, but it seems to be
hardcoded in many places, so I decided that I would first
try to have just those 14 nations configurable. When 
it works and is verified by others, I can move on with
changeable number of nations. It is always safer and easier
to to something in steps. I cannot promise any patches :-)
but when the flags problem is sorted out (dwp has a suggestion),
I will look into it.

This is discussable: the nation name is Russian and not Soviet
and it already uses current russian flag and not he soviet one,
so my change seems reasonable. Anyway the soviet period in
russian history lasted only for 70 years, while russian history
dates back 1100 years (if we include Kiev Rus) so it might be
even reasonable to replace Stalin with Peter the Great or
Ivan the Terrible. The same is with german nation in civ:
it uses the current german flag and not the prussian, though 
the leader is Frederick. And I don't see Prague, Wien, Danzig
neither Konigsberg in cities list, though they were once
part of Germany and some even were ruled by Frederick.
 Anyway, once it is configurable, you can have whatever you
want, no need to argue ;-)
