Duh, for enemy cities there is no need for a popup, because
the only thing you can do is make a trade-route right?
(Easier than the diplomat case, which was solved by making
the diplomat have to have the full move points available.)
So the client just tries to make the move, and the server
tests if a trade-route is possible, and if the move succeed,
and if so sets up the route and disappears the caravan.
