Agreed.  If a "Galleon" is historically an attacking ship, maybe
that is just a poor name for this unit.

I'm not sure what you mean; Caravels have non-zero attack points,
and they cause unhappiness for Republics.  (Galleons/Frigates(/Ironclads)
being the first ships to be specialised enough to have separate unit 
types for transport and attack purposes.)
